Abstract

Data-Driven Leadership merges leadership, change management, and data analytics within a continuous improvement framework, fostering stronger connections across processes, products, services, and customers to enable faster, data-informed decision-making, clearer prioritization, and dependable execution; leaders cultivate accountability and a robust data culture by integrating factual insights and process knowledge. This study sought to evaluate Data-Driven Leadership, Organizational Citizenship Behavior (OCB), and Technology Literacy among managers in the Philippines\' National Capital Region and to design an intervention plan by assessing perceptions across dimensions like agility, ethics, data literacy, tech integration, stakeholder group differences, OCB components, digital competencies, interrelationships among these constructs, and the challenges, culminating in proposed interventions. Employing a quantitative-descriptive correlational design, the study used a validated 140-item, 5-point Likert survey administered to 553 respondents across six government agencies after a 20 participant pilot test; data were analyzed using frequency distributions, weighted means, Cronbach\'s alpha for reliability, ANOVA for group differences, and Pearson correlations. Results showed high mean scores, Data-Driven Leadership (4.22), OCB (4.26), Technology Literacy (4.28) with strengths in leadership capability, conscientiousness, and problem-solving, and areas for improvement in continuous improvement, data literacy, sportsmanship, and advanced tech skills; significant perception gaps across hierarchical groups emerged, and Data-Driven Leadership correlated strongly with OCB (r: 0.716) and moderately with Technology Literacy (r=0.538). In conclusion, government managers generally demonstrate strong data-driven leadership, civic behavior, and digital competence, yet perception disparities and skill gaps especially among frontline staff, highlight the need for targeted action; the three-year \"SMART LEAD\" intervention, deemed suitable and feasible, aims to enhance leadership practices, organizational citizenship behavior, and digital literacy, supporting sustained organizational development.
