In the evolving landscape of higher education, institutions are increasingly expected to fulfill a dual mandate: academic instruction and the holistic development of students. Beyond delivering curricula, Higher Education Institutions (HEIS) serve as key platforms for fostering cultural awareness, student engagement, and institutional excellence. Cultural affairs and student development programs are central to nurturing well-rounded graduates who are not only academically competent but also socially and culturally responsive. In the context of Philippine privato HEIs, especially in the National Capital Region (NCR), these areas are crucial in shaping institutional identity and achieving performance targets. This study explores how cultural affairs administration and student development practices contribute to overall organizational performance, aiming to strengthen strategic alignment and sustainability in a rapidly changing educational environment. The descriptive research design and purposive sampling were utilized, the study engaged administrators, faculty members, and students from five selected private HEIS. Data were gathered through structured survey questionnaires. Findings revealed that both cultural affairs administration and student development programs were rated highly effective, particularly in areas such as promotion, advocacy, and cultural appreciation. There were no significant differences in assessments among the respondent groups, indicating a shared perspective on their effectiveness. Organizational performance was rated very good, especially in terms of institutional sustainability and reputation. A perfect positive correlation was found between cultural affairs, student development, and organizational performance, affirming their interconnectedness and collective impact. Despite these strengths, challenges such as policy gaps, limited resources, and insufficient support systems were moderately encountered. In response, a comprehensive action plan was developed and evaluated, with respondents rating it as highly suitable, acceptable, and feasible. The study concludes that strengthening cultural and student development initiatives can significantly enhance organizational performance and should be prioritized in institutional strategic planning.
