The Special Opportunity Program (Vocational) is an high-impact social innovation of Eulogio “Amang” Rodriguez Institute of Science and Technology (EARIST) that directly addresses urban poverty, unemployment, and skills mismatch among marginalized populations in Manila. Designed as a scalable, government–academe–industry partnership model, the program delivers free, TESDA-aligned vocational education to out-of-school youth, unemployed adults, persons with disabilities (PWDs), and other underserved sectors.

Distinct from conventional vocational initiatives, the program integrates accessibility to community-based delivery, labor-market intelligence, and competency certification, ensuring that training leads to immediate employability, entrepreneurship, or livelihood creation. Course offerings span high-demand sectors such as construction, hospitality, ICT, manufacturing, and personal services, all mapped to TESDA National Certification standards.
