Abstract

Disasters-whether natural or anthropogenic-pose significant challenges to communities worldwide, with the Philippines being particularly vulnerable due to its geographical location along the Pacific Ring of Fire and typhoon pathways. The increasing frequency and intensity of these calamities underscore the urgent need for effective disaster preparedness and response mechanisms. Central to enhancing these mechanisms is the concept of community resilience, which emphasizes the capacity of local populations to anticipate, cope with, recover from, and adapt to adverse events. The United Nations Sustainable Development Goals (UN SDGs), particularly Goal 11: Sustainable Cities and Communities, and Goal 13: Climate Action, explicitly recognize the importance of building resilient societies that can withstand and recover from disasters. These goals highlight the necessity of fostering inclusive, safe, resilient, and sustainable communities through local empowerment, participatory governance, and capacity- building initiatives. In the Philippine context, community resilience is intricately linked to empowering local stakeholders-such as local government units, community organizations, and residents to take proactive roles in disaster preparedness and response. The research explores the pivotal role of local empowerment in strengthening community resilience within the Philippines. By analyzing how local initiatives, participatory decision-making, and community- driven strategies contribute to disaster preparedness, the study aims to provide insights aligned with the UN SDGs. Ultimately, fostering community resilience through local empowerment not only enhances immediate disaster response but also promotes sustainable development, social cohesion, and long-term vulnerability reduction. This investigation underscores the critical importance of integrating community-based approaches into national disaster risk reduction frameworks to build resilient societies capable of facing the increasing challenges posed by disasters.
