Abstract

In response to growing demands for public service excellence, human resource management (HRM) has become vital in promoting efficiency, accountability, and innovation in the public sector. In the Philippines, the Civil Service Commission (CSC) launched the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) to enhance HR systems, practices, and competencies in govemment agencies. This study employed a descriptive research design to assess the extent of PRIME-HRM implementation at EARIST. Findings indicate that PRIME-HRM promotes morit-based and transparent HR practices, with HRMO competencies playing a pivotal role in its success. Howover, challenges persist in fully institutionalizing its frameworks. The study highlights the need for strategic initiatives to strengthen HR systems and ensure alignment with CSC standards. The high level of support for proposed interventions suggests that EARIST is well-positioned to advance from a transactional to a strategic HR maturity level, in accordance with CSC MC30, s. 2014.
